The first part of the research examines the theoretical and conceptual framework associated with web accessibility, and the reasons why certain groups of users are excluded from web content. It studies in detail the regulatory framework and the evolution of the legislative environment relating to digital society and its availability to all citizens – emphasising the European and Spanish context - and the policies established to this end. In the second part of the study, the most widely recognised standards and methodologies for the evaluation of web content accessibility are set out and then applied to a case study; the results of the application are verified and the solutions recommended are justified. The last chapter is dedicated to the definition of a model and continuous process for the publication and maintenance of accessible web content, based on the WCAG 1.0 guidelines and standards published by the World Wide Web Consortium.
